The policy prohibits sending reminders of the second dose of a Covid vaccine to young people who have received a vaccination and communicating about routine vaccinations such as the flu shot.</p>
<p class="css-axufdj evys1bk0">A wave of opposition to Covid vaccines has risen within the Republican Party as conservative news outlets produce an ongoing diet of misinformation about vaccines and some GOP lawmakers invite vaccine conspiracy theorists to testify in state houses and Congress.  With very little opposition from party leaders, these Republican efforts have brought falsehoods and doubts about vaccination off the fringes of American life into the focus of our political discussions.</p>
<p class="css-axufdj evys1bk0">It&#8217;s a pattern seen across the Trump administration: instead of blaming conspiratorial thinking and inaccuracies when it spreads within their party&#8217;s grassroots, many Republicans tolerate extremist misinformation.</p>
<p class="css-axufdj evys1bk0">Some Conservatives are spreading the falsehoods to rally their political base by taking up ideas like stolen elections, rampant electoral fraud, and revisionist history of the deadly siege of the Capitol.  Many others say very little and prefer to evade questions from the news media.</p>
<p class="css-axufdj evys1bk0">Those who speak up remain reluctant to explicitly name colleagues who voiced misinformation or media personalities who did so, like Tucker Carlson of Fox News.</p>
<p class="css-axufdj evys1bk0">&#8220;As far as I know, we don&#8217;t control conservative media figures &#8211; at least I don&#8217;t,&#8221; Utah Republican Senator Mitt Romney recently told the New York Times.  &#8220;That being said, I think it&#8217;s a huge mistake if someone suggests that we shouldn&#8217;t take vaccines.&#8221;</p>
<p class="css-axufdj evys1bk0">The anti-vaccination sentiment is not new to Republican voters.  During the 2016 Republican primary, a number of candidates, including Donald J. Trump, reiterated theories that vaccines cause autism in children.  It was around this time that Republican lawmakers began to oppose laws that tightened vaccination requirements for children.</p>
<p class="css-axufdj evys1bk0">But in recent months, change has accelerated within the party as some of Mr Trump&#8217;s supporters believe the national effort to promote Covid vaccination is harmful, unconstitutional, or perhaps even a sign of a shameful government conspiracy.</p>

<p class="css-axufdj evys1bk0">In a report earlier this month, the Kaiser Family Foundation found a widening vaccination gap between Republican and Democratic areas, with nearly 47 percent of people in counties President Biden-won being fully vaccinated, compared with 35 percent of people in Trump counties.  In a recent Washington Post-ABC News poll, 47 percent of Republicans said they were unlikely to get vaccinated, compared with just 6 percent of Democrats.</p>
<p class="css-axufdj evys1bk0">As Covid cases rise across the country, almost all recent hospital admissions and deaths have occurred in unvaccinated people, White House officials said.  While the national outlook remains much better than on previous uptrends, Vivek Murthy, the doctor general, issued his first recommendation to the Biden government this week warning of the &#8220;urgent threat&#8221; of health misinformation.</p>
<p class="css-axufdj evys1bk0">There is a tendency among Republican leaders to quietly &#8211; and sometimes not quite so quietly &#8211; attribute support for marginal beliefs and figures to Mr Trump.  But when it comes to vaccinations, it&#8217;s hard to blame the former president.</p>

That month, she urged Americans to &#8220;just say no&#8221; and used images from the Nazi era to criticize the Biden government&#8217;s efforts to reach unvaccinated people.</p>
<p class="css-axufdj evys1bk0">&#8220;People have a choice, they don&#8217;t need your medical tan shirts on their doorstep to order vaccinations,&#8221; she tweeted.  &#8220;You can&#8217;t force people to be part of the human experiment.&#8221;</p>
<p class="css-axufdj evys1bk0">Less than a week later, Kentucky Senator Mitch McConnell, the Republican minority leader, encouraged Americans to get vaccinated, drawing on his experience as a childhood polio survivor.</p>
<p class="css-axufdj evys1bk0">&#8220;We have not one, not two, but three highly effective vaccines, so I am amazed at the difficulty we are having in getting the job done,&#8221; he said.</p>
<p class="css-axufdj evys1bk0">However, when asked by a reporter if part of the challenge came from the words of members of his own party, McConnell disagreed.</p>

<p>BEIJING &#8211; Foreign travelers to China can use the government-developed digital yuan without a local bank account, the country&#8217;s central bank said in a paper released on Friday.</p>
<p>Mobile Pay has grown rapidly in recent years and has become the dominant means of payment in China.  Merchants often prefer not to take cash with them, while credit cards have never been as successful in China as they were in the US</p>
<p>However, the two primary mobile payment apps &#8211; operated by Tencent and Alibaba respectively &#8211; usually require a connection to a domestic bank account, which prevents foreign travelers from simply using the apps.</p>
<p>It was not immediately clear when the bankless digital yuan feature would be available.  However, CNBC confirmed that a foreign reporter already had access to the digital yuan through a domestic bank account.</p>
<p>People&#8217;s Bank of China has been developing a digital version of the yuan, known as e-CNY, since 2014.  On Friday, the central bank released a paper &#8211; in English and Chinese &#8211; on research progress.</p>
<p>&#8220;Foreign residents temporarily traveling in China can open an e-CNY wallet to meet daily payment needs without opening a domestic bank account,&#8221; the newspaper said.</p>

<p>The central bank claimed that the e-CNY system &#8220;collects less transaction information than traditional electronic payments,&#8221; and that the PBoC internally keeps digital yuan information separate from other departments.</p>
<p>By the end of June, after about a year of e-CNY testing across the country, more than 20.87 million personal wallets and more than 3.51 million corporate wallets with a transaction value of approximately 34.5 billion yuan (5.39 billion US dollars).  said the paper.</p>

<p>Tesla just launched a way for customers to subscribe to its premium driver assistance package for $ 199 per month instead of paying $ 10,000 upfront.</p>
<p>The driver assistance system, marketed as Full Self-Driving (or FSD), does not make Tesla&#8217;s electric vehicles safe without an attentive driver behind the wheel.</p>
<p>A legitimate owner told CNBC a notice it received from Tesla on Friday that said:</p>
<p>&#8220;Full self-driving is now available as a monthly subscription. Upgrade your Model Y &#8230; for $ 199 excluding taxes with features such as Navigate on Autopilot, Auto Lane Change, Auto Park, Summon and Traffic Lights, and Stop Sign Control to experience The currently activated functions require active driver monitoring and do not make the vehicle autonomous. &#8220;</p>
<p>While this person&#8217;s Tesla Model Y had all of the components needed to start an FSD subscription, other owners complained they had to pay $ 1,500 to upgrade their Tesla computer to the Hardware 3 or HW3 version update, which the company first presented at its Autonomy Day event in April 2019, to sign up.</p>
<p><span/></p>
<p>Customers who previously purchased Tesla&#8217;s Enhanced Autopilot package, which is no longer sold, can subscribe to FSD at a lower price of $ 99 per month, but may require the HW3 upgrade.</p>
<p>In a subscription contract on Tesla&#8217;s website, Elon Musk&#8217;s electric vehicle maker warns, among other things:</p>
<ul>
<li>FSD features are &#8220;subject to change, limited by region&#8221; and can only be used in Tesla vehicles that have newer hardware and autopilot technology.</li>
<li>Drivers are responsible for tolls, parking, or other traffic violations that occur in a Tesla operated with FSD features enabled.</li>
<li>Tesla can increase the price of a subscription at any time, but will give drivers a month in advance before charging them a new rate.</li>
<li>Owners can cancel FSD at any time, but the company will not prorate their monthly payment if they do.</li>
<li>Tesla may suspend or cancel a driver&#8217;s FSD subscription if they are using the technology, &#8220;for something unauthorized or inappropriate,&#8221; or for not paying.</li>
</ul>
<p>All of the newer Teslas have a standard set of driver assistance features called autopilot.  The autopilot or standard functions enable a Tesla to &#8220;automatically steer, accelerate and brake within its lane&#8221;, according to Tesla&#8217;s website.</p>
<p>The Premium FSD package enables more complex functions such as Smart Summon, with which a driver can call his Tesla to pick it up from a parking lot or a long driveway using the Tesla mobile app such as a remote control.</p>
<p>Tesla has also promised that drivers with FSD will soon have a feature called &#8220;Autosteer on city street&#8221;.  But the company is way behind its original and even revised goals of delivering a sophisticated &#8220;Robotax&#8221;.</p>
<p>Musk promised a driverless Tesla demo with speakerphone and terrain in 2017.  His company has yet to fulfill this mission.  In 2019, Musk predicted that Tesla would manufacture autonomous robotic taxis in 2020 and cars without steering wheels or pedals in 2021.</p>
<p>Speaking on a conference call on Q1 results, Tesla CFO Zachary Kirkhorn said, ?If you look at the size of our fleet and the number of customers who didn&#8217;t pre-purchase or lease FSD and might want to experiment with FSD, that is a great option for them. &#8220;He added,&#8221; As the subscription customer portfolio builds, over time it becomes a pretty strong business for us. &#8220;</p>

<p>Federal Reserve Chairman Jerome Powell testified on Capitol Hill this week, and it&#8217;s pretty clear he&#8217;s not a fan of digital coins &#8211; especially stablecoins.</p>
<p>During a two-day hearing in Congress, the Fed chief said the main incentive for the US to launch its own central bank digital currency (CBDC) would be to eliminate the crypto coin use case in America.</p>
<p>&#8220;You wouldn&#8217;t need stablecoins; you wouldn&#8217;t need cryptocurrencies if you had US digital currency,&#8221; Powell said.  &#8220;I think that&#8217;s one of the stronger arguments for it.&#8221;</p>
<p>Central bankers and U.S. lawmakers have been lamenting the rise of stablecoins, a specific subset of cryptocurrencies whose value is tied to a real asset like a fiat currency like the US dollar or a commodity like gold, for years.</p>
<p>These nongovernmental digital tokens are increasingly being used in domestic and international transactions, which is scary for central banks as they have no say in regulating this area.</p>
<p>&#8220;I understand why they fear stablecoins,&#8221; said Nic Carter, founding partner of Castle Island Ventures.  &#8220;I can understand why they are concerned that much of the commercial banking activity is moving into this largely unregulated world.&#8221;</p>
<p>But Powell is also not necessarily interested in the US launching its own digital token.  There are already nearly 11,000 cryptocurrencies out there, so a digital dollar would enter a very crowded field.</p>
<p>In response to a question from Senator Pat Toomey, R-Pa., Powell replied Thursday that he was undecided whether the benefits of a digital dollar outweigh the costs.</p>
<p>What is clear, however, is that the Fed is done with running stablecoins amok.</p>
<p>&#8220;We have a tradition in this country where public money is held in what is supposedly a very safe asset,&#8221; Powell said.</p>
<p>&#8220;That doesn&#8217;t exist for stablecoins, and if they are a significant part of the payments universe &#8230; then we need an appropriate framework, which we honestly don&#8217;t have.&#8221;</p>
<h2 class="ArticleBody-subtitle">Stablecoins vs. CBDC vs. electronic USD</h2>
<p>There are currently several types of digital US dollars.</p>
<p>Commercial bank accounts across the country hold electronic US dollars, partially backed by reserves, under a system known as partial reserve banking.  As the name suggests, the bank holds a fraction of the bank&#8217;s deposit liabilities in its reserves.  The transfer of this form of money from one bank to another or from one country to another takes place on old financial lines.</p>
<p>There is also a deluge of USD-linked stablecoins, including Tether and USD Coin.  Although critics have questioned whether Tether has enough dollar reserves to support its currency, it remains the largest stablecoin in the world.  USD Coin is backed by fully reserved assets, redeemable 1: 1 for US dollars and managed by Center, a consortium of regulated financial institutions.  It&#8217;s also relatively easy to use no matter where you are.</p>
<p>Then there is the hypothetical digital dollar that would be the Fed assumption of a CBDC.  This would be essentially just a digital twin of the US dollar: fully regulated, under a central authority, and with the full trust and support of the country&#8217;s central bank.</p>
<p>&#8220;A dollar in CBDC form is a central bank liability. The Federal Reserve has to pay you back,&#8221; said Ronit Ghose, who heads FinTech and digital assets at Citi Global Insights.</p>
<p>All of these forms have relative advantages and disadvantages.  But Powell&#8217;s claim that CBDCs are a rival to stablecoins misses the bigger point of why cryptocurrencies are popular &#8211; and not just because they&#8217;re digital.</p>
<p>&#8220;[They&#8217;re] popular because it is money that is independent of politicians and bankers, ?said Mati Greenspan, portfolio manager and founder of Quantum Economics.  ?People want the state and money to be separated.  They clearly don&#8217;t understand. &#8220;</p>
<p>Some argue that a CBDC in the US would be technically more secure than privately issued stablecoins, as it would represent a direct claim on a central bank, similar to the US dollar.</p>
<p>But a lot of the people who trade stablecoins don&#8217;t necessarily want to be sure.  You want an easier way of doing business, especially internationally.</p>
<p>&#8220;It&#8217;s just an alternate payment network built on top of the commercial banking system,&#8221; Carter said.  &#8220;It&#8217;s like open banking on steroids. It&#8217;s very interoperable, it&#8217;s relatively transparent, and in theory you can get faster settlement and faster cross-border settlement because it&#8217;s not encumbered.&#8221;</p>
<p>According to Carter, stablecoins were originally created to meet demand for dollar exposure overseas and abroad.  Tether, the third largest cryptocurrency in the world and the largest of the stablecoins, is mainly settled outside of the United States</p>
<p>Alyse Killeen, founder and managing partner of Bitcoin-focused venture company Stillmark, believes the presence of a digital currency issued by the Fed in no way diminishes the value of the cryptocurrency.</p>
<p>&#8220;Many people recognize the loss of autonomy that occurs when permission to spend is implicitly associated with the use of a currency,&#8221; says Killeen.  &#8220;It is a fairly common experience that a bank transfer, debit card, or credit card transaction will fail if the transaction is attempted outside of bank opening hours or outside of your personal spending habits identified by the bank,&#8221; she said.</p>
<p>&#8220;A Fed-issued digital currency &#8230; would likely have the same points of friction as trying to initiate a transfer on a Sunday.&#8221;</p>
<h2 class="ArticleBody-subtitle">Why stablecoins are scary</h2>
<p>There are many reasons for the Fed to be concerned about the rise in stablecoins.</p>
<p>On the one hand, there is concern about losing monetary control.</p>
<p>Facebook plans to launch its own stablecoin, diem, later this year, and if it &#8220;succeeded in displacing central bank money in the public purse, it would make it more difficult for the Fed to control or more generally manage the money supply&#8221; .  Monetary policy, &#8220;says Rutgers University economist Michael Bordo.</p>
<p>There is also the problem of dwindling monetary sovereignty.</p>
<p>&#8220;If this or even a Chinese CBDC were accepted by many other countries, the US dollar would lose its dominance,&#8221; continued Bordo.</p>
<p>Central banks such as the Fed also criticize the fact that stablecoins look as if they are linked to a fiat currency, even though they are not backed by the state but by financial assets.  Ghose says it&#8217;s similar to a money market fund.</p>
<p>&#8220;Stablecoins are like watching a dubbed movie &#8211; you don&#8217;t watch the original movie,&#8221; said Ghose.</p>
<p>That really gets under the Fed&#8217;s skin.  Decentralized cryptocurrencies like Bitcoin don&#8217;t pretend to be the same as fiat, but &#8220;Stablecoins can create the impression that you are using something with a fixed value for fiat,&#8221; he said.</p>
<p>Carter believes the Fed&#8217;s hostility could stem from its own plans for a CBDC, which it can use to make monetary policy more granular and direct.</p>
<p>Carter envisions the CBDC as ?a programmable coupon that the Fed could control at the flick of a button, that has complete visibility and control over money speed, that expires your money if not spent within 60 days, and poor use of cash completely eliminated &#8211; it is the holy grail for central bankers because it gives them complete discretion. &#8220;</p>
<h2 class="ArticleBody-subtitle">Nowhere to go</h2>
<p>Like it or not, central bankers agree that stablecoins will stay here.</p>
<p>Data from The Block shows a total stablecoin supply of nearly $ 110 billion, and it remains on a rapid rise.</p>
<p>Unlike his central bank counterparts, Fed Governor Randal Quarles believes there is no need to fear stablecoins.  Nor does he really understand that the US is introducing its own central bank-backed digital dollar.</p>
<p>In remarks to the Utah Bankers Association in Sun Valley, Idaho, Quarles argued in June that stablecoins could indeed advance the role of the US dollar internationally.</p>
<p>&#8220;A global US dollar stablecoin network could encourage the use of the dollar by making cross-border payments faster and cheaper, and it could potentially be deployed much faster and with fewer drawbacks than a CBDC,&#8221; he said.</p>
<p>Assuming certain regulatory issues can be addressed, Quarles argued that &#8220;instead of trying to find ways to say &#8216;no'&#8221;, the Fed should say &#8220;yes&#8221; to these products.</p>
<p>&#8220;In fact, the combination of upcoming improvements to the existing payment system such as various instant payment initiatives combined with the cross-border efficiency of properly structured stablecoins could make any effort to develop a CBDC superfluous,&#8221; continued Quarles.</p>

<p>&#8220;We just don&#8217;t know what the denominator is,&#8221; said Gottlieb in an interview with &#8220;Squawk Box&#8221;.  ?I think we are underestimating the extent of the Delta Spread right now because I think that people who are vaccinated may develop mild symptoms or develop a breakthrough case, by and large, not going out and getting tested.  has been vaccinated and you are just catching a mild cold, don&#8217;t think you have Covid. &#8220;</p>
<p>Coronavirus cases in the United States have increased due to the Delta variant, with the seven-day average of new infections every day a CNBC analysis of data from Johns Hopkins University at 26,448.  That&#8217;s 67% more than a week ago.  The weekly average of new daily deaths has increased to 273 from a week ago, according to CNBC analysis.</p>
<p>&#8220;There is no clear evidence that this is more pathogenic, that it causes more serious infections. It is clearly more virulent, it is clearly more contagious&#8221; than previous strains of the virus, said Gottlieb, who sits on the board of directors at Covid vaccine manufacturer Pfizer.</p>
<p>If younger Americans get the Delta variant at a higher level compared to earlier points in the pandemic, it is because &#8220;younger people remain unvaccinated,&#8221; claimed Gottlieb.  &#8220;When vaccinated people get infected and there are breakthrough infections, they don&#8217;t get as sick. They are protected from serious illnesses.&#8221;</p>
<p>Delta is now the most common strain of coronavirus in the United States, accounting for more than 57% of cases in the two weeks June 20 through July 3.  This is the latest available window on the CDC website.</p>
<p>U.S. health officials have been sounding the alarm for weeks about the potential of the variant to reduce hard-earned advances in reducing infection rates that plummeted in the spring as the American vaccination campaign took off.  According to the Centers for Disease Control and Prevention, by Friday 48.3% of the country&#8217;s population had been fully vaccinated and nearly 56% had received at least one dose.</p>
<p>The Covid vaccination rate is higher in the most vulnerable group of Americans: the elderly.  According to the CDC, more than 79% of people aged 65 and over are fully vaccinated and nearly 89% have received at least one dose.</p>
<p>The vast majority of US states with currently high infection rates &#8211; defined as at least 100 new cases in the last seven days per 100,000 residents &#8211; have vaccinated fewer than 40% of their residents, according to a CNBC analysis completed earlier this week.</p>
<p>Los Angeles County officials responded Thursday to a surge in cases by reintroducing an indoor mask mandate for those who were fully vaccinated.  LA County, the most populous county in the country, had lifted its previous mask requirement about a month ago, in conjunction with the lifting of most of its remaining pandemic restrictions by the state of California.</p>
<p>Gottlieb said he doesn&#8217;t expect many other state or local governments to follow LA County and put in place abated mitigation measures &#8220;because there won&#8217;t be much support for mandates at this point.&#8221;</p>
<p>&#8220;People who are worried about Covid have been vaccinated for the most part. I understand that not everyone could be vaccinated, but most of the people who are worried about this infection have been vaccinated,&#8221; said Gottlieb, who was the FDA in 2017 in the Trump administration until 2019.</p>
<p>&#8220;People who remain unvaccinated are not worried about the infection or want to wear masks. The bottom line is that this will only spread to the population,&#8221; he added.</p>

<p>Payment company Square launches a business that focuses on &#8220;decentralized financial services&#8221; with Bitcoin.</p>
<p>Square CEO and Bitcoin cop Jack Dorsey said on Twitter late Thursday that the company is &#8220;focused on building an open developer platform with the sole goal of making it easier to create non-custodial, license-free and decentralized financial services.&#8221;</p>
<p>The new entity will include the Seller, Cash App and the recently acquired Tidal stores.</p>
<p>Decentralized financial applications or DeFi applications are those that do not rely on centralized authorities like banks, but instead use blockchain-based smart contracts to execute transactions.  Most are built on the Ethereum blockchain.</p>
<p>DeFi applications enable financial transactions that are more accessible, efficient, and relatively inexpensive.  They are also very attractive for those looking for returns, who can achieve returns between around 15 and 30% by participating in the DeFi ecosystem &#8211; by ?tying up? capital in smart contracts.</p>
<p>&#8220;DeFi platforms operate in a similar way to traditional banks and financial services companies and could pose a risk of disruption in the years to come,&#8221; said Needham&#8217;s John Todaro in a recent report on the DeFi opportunity.  &#8220;In the current profit-hungry environment, the demand for DeFi platforms that offer significantly higher returns than conventional financial products has increased.&#8221;</p>
<p>But, like cryptocurrency activity in general, DeFi carries many different types of risk, including regulation, asset volatility, and the technology itself. In the absence of banks or other third party companies to facilitate transactions, there is no insurance for funds that could potentially be lost.  Cryptocurrencies are volatile, which means that assets placed as collateral could quickly lose value in a downturn, which could lead to positions being liquidated.  And there could be errors in the original smart contract code.</p>
<p>The current estimated value of funds included in DeFi-related contracts is $ 55.21 billion, according to DeFi Pulse.</p>
<p>Dorsey said the team strives to build in a transparent way that includes an &#8220;open roadmap, open development and open source&#8221;.</p>
<p>Mike Brock, who leads strategic initiatives within Square&#8217;s consumer product Cash App, will lead the new business.</p>

<p>Payment company Square launches a business that focuses on &#8220;decentralized financial services&#8221; with Bitcoin.</p>
<p>Square CEO and Bitcoin cop Jack Dorsey said on Twitter late Thursday that the company is &#8220;focused on building an open developer platform with the sole goal of making it easier to create non-custodial, license-free and decentralized financial services.&#8221;</p>
<p>The new entity will include the Seller, Cash App and the recently acquired Tidal stores.</p>
<p>Decentralized financial applications or DeFi applications are those that do not rely on centralized authorities like banks, but instead use blockchain-based smart contracts to execute transactions.  Most are built on the Ethereum blockchain.</p>
<p>DeFi applications enable financial transactions that are more accessible, efficient, and relatively inexpensive.  They are also very attractive for those looking for returns, who can achieve returns between around 15 and 30% by participating in the DeFi ecosystem &#8211; by ?tying up? capital in smart contracts.</p>
<p>&#8220;DeFi platforms operate in a similar way to traditional banks and financial services companies and could pose a risk of disruption in the years to come,&#8221; said Needham&#8217;s John Todaro in a recent report on the DeFi opportunity.  &#8220;In the current profit-hungry environment, the demand for DeFi platforms that offer significantly higher returns than conventional financial products has increased.&#8221;</p>
<p>But, like cryptocurrency activity in general, DeFi carries many different types of risk, including regulation, asset volatility, and the technology itself. In the absence of banks or other third party companies to facilitate transactions, there is no insurance for funds that could potentially be lost.  Cryptocurrencies are volatile, which means that assets placed as collateral could quickly lose value in a downturn, which could lead to positions being liquidated.  And there could be errors in the original smart contract code.</p>
<p>The current estimated value of funds included in DeFi-related contracts is $ 55.21 billion, according to DeFi Pulse.</p>
<p>Dorsey said the team strives to build in a transparent way that includes an &#8220;open roadmap, open development and open source&#8221;.</p>
<p>Mike Brock, who leads strategic initiatives within Square&#8217;s consumer product Cash App, will lead the new business.</p>

<p class="css-axufdj evys1bk0">The Biden government has warned of the spread of misinformation about vaccines and the coronavirus from a number of sources, including politicians and news outlets.  But this week White House officials went further and selected social media companies for allowing false information to be spread.  It came after weeks of unsuccessful attempts to get Facebook to release information about the mechanisms used to combat misinformation about the vaccine, according to a person familiar with the matter.</p>
<p class="css-axufdj evys1bk0">&#8220;Our point is that there is information that is causing people not to take the vaccine and people to die from it,&#8221; said Jen Psaki, the White House press secretary, before Mr Biden made his comments.  &#8220;And we have a public health responsibility to address this issue.&#8221;</p>
<p class="css-axufdj evys1bk0">Spreading false information has become the newest hot spot for social media companies.  Facebook and other social media sites are grappling with their role as a platform for speech while protecting their users from disinformation campaigns such as Russian efforts to influence presidential elections or false statements about the pandemic.</p>
<p class="css-axufdj evys1bk0">Facebook rejected the president&#8217;s claim.</p>
<p class="css-axufdj evys1bk0">&#8220;We do not allow ourselves to be distracted by allegations that are not supported by the facts,&#8221; said Dani Lever, a company spokeswoman.  She pointed to efforts to promote authoritative information about Covid-19 and vaccines that two billion people viewed on the platform.</p>
<p class="css-axufdj evys1bk0">Conservative news media figures and political leaders have defied Democrats&#8217; demands to take action against those who spread false information, calling the actions censorship and politically biased.</p>
<p class="css-axufdj evys1bk0">A day before Mr Biden&#8217;s statement, Ms. Psaki said the Biden government had flagged &#8220;problematic posts for Facebook that spread disinformation,&#8221; raising questions about how the White House is messaging the First Amendment rights of online users that undermine public health.</p>

<p>Most borrowers have had their bills on hold for more than 16 months, thanks to a break offered by the U.S. Department of Education due to the financial troubles caused by the Covid-19 pandemic.  Currently, these payments are scheduled to start again in October.</p>
<p>However, an extension has been considered, say experts.</p>
<p>&#8220;There is a lot of discussion about what to do here,&#8221; said Scott Buchanan, executive director of the Student Loan Servicing Alliance, a trading group for loan service companies and their affiliates.</p>

<p>A recent change in student loan processing could work in favor of borrowers.</p>
<p>The Pennsylvania Higher Education Assistance Agency &#8211; which oversees the loans of 8.5 million student borrowers &#8211; announced this month that it will not renew its contract with the federal government if it ends in December.  All of these borrowers therefore need to be matched with a new lender.</p>
<p>&#8220;It would be confusing for PHEAA borrowers to resume repayment on September 30th only to change administrators on December 14th,&#8221; said university expert Mark Kantrowitz.</p>
<p>&#8220;It would be better to combine both changes so that they occur at the same time.&#8221;</p>
<p>There were already signs that the White House is considering an extension.</p>
<p>In an interview with the Education Writers Association in May, Education Minister Miguel Cardona said the government was deciding whether to give borrowers more time beyond September.</p>
<p>Meanwhile, Democrats and supporters are pushing for an extension.</p>
<p>Senator Elizabeth Warren, D-Mass., And Senate Majority Leader Chuck Schumer, DN.Y., sent a letter to President Joe Biden in June asking him to keep the payment hiatus in effect through March 2022.  That would mean that most borrowers would have made no payment on their student loan in two years.</p>
<p>More than 120 organizations, including the American Civil Liberties Union, the National Consumer Law Center, and the Consumer Federation of America, also recently wrote to the president asking him to extend the debt break until the student debt is canceled.</p>
<p>Maintaining the break until a decision about forgiveness is made would reduce confusion for borrowers and service providers alike, experts say.</p>

<p>Biden has asked the US Department of Justice and the US Department of Education to review his legal authority to cancel student debts through executive action.  These reports are still pending.</p>
<p>The decision on when to resume payments may also depend on how borrowers fare if the country pulls out of the pandemic.</p>
<p>Those with student debts struggled before Covid, more than 1 in 4 were in arrears or in arrears.  After more than a year of record unemployment, this pain has only worsened.</p>
<p>The unemployment rate for people with an associate degree was more than 5% in May, compared to 2.8% before the pandemic.  Almost 3% of Bachelor graduates remain unemployed, compared to around 2.2% before Covid.</p>
<p>The Congressional Budget Office recently forecast that the unemployment rate among younger workers will improve more slowly than the overall rate.</p>
